Typhoon heads to China after hitting Philippines (AP)

HONG KONG ? A powerful typhoon arrived in southern China on Thursday after skirting Hong Kong and bringing death and destruction to the Philippines earlier this week.

Typhoon Nesat made landfall on the eastern tip of China's Hainan Island at 2:30 p.m., the official Xinhua News Agency said.

Hainan authorities closed schools, suspended ferry services and recalled fishing boats as the storm made its way across the South China Sea from the Philippines, where the storm killed 35 people and left another 45 missing.

Some 67 flights were canceled on the island's two airports, Xinhua said.

The storm swept past Hong Kong earlier in the day, forcing the stock market to suspend trading and shuttering shops and businesses but causing little damage. The Asian financial center's normally bustling streets were eerily quiet, with few people venturing outside to brave the rain and fierce winds.

Two people were injured when bamboo scaffolding was blown over and collapsed onto a taxi, while a man was injured by a falling tree, local broadcaster RTHK said. A barge ripped free from its moorings in the rough seas and slammed into a seawall on Hong Kong Island, forcing some nearby apartments to be evacuated, news reports said.

Local broadcaster Cable TV showed footage of tour groups from mainland China who were stranded after cross-border ferry services were suspended. At Hong Kong's airport, 245 flights were delayed, 20 were canceled and 22 diverted to other airports.

The storm came within 220 miles (350 kilometers) of Hong Kong in the morning before moving away, the Hong Kong Observatory said. The observatory lowered its gale-force wind warning by late afternoon.

Ferry services in Hainan were halted and the province prepared for possible flooding and mudslides, the Hainan Meteorological Bureau reported.

The National Meteorological Center reported that fishing boats were in port and schools along the coast had been shut in advance of the typhoon, which is the 17th and likely the strongest to hit Hainan this year.

Nesat left devastation in the Philippines, triggering some of the worst flooding in downtown Manila in decades.

Floodwaters were receding in most places, but many low-lying communities in the north remained in crisis.

Mayor Santiago Austria of the rice-farming town of Jaen in Nueva Ecija province appealed to the government for help, saying many people in his community of 63,000 needed to be rescued but that officials there had only four rescue boats.

"Many people here are still on top of their houses. We don't have enough boats to reach them and hand them food," Austria said.

In all, nearly 500,000 people were affected by the typhoon in the northern Philippines, of which about 170,000 were forced to flee their homes and were in various evacuation centers. The government said damage to farms and infrastructure is estimated at 1.15 billion pesos ($26 million).

Meanwhile, a fresh tropical storm was brewing in the Pacific, Philippine government forecaster Bobby Javier said, adding that it already had sustained winds of 52 mph (85 kph) and gusts up to 62 mph (100 kph) and was expected to strengthen significantly before hitting major parts of the country in the next few days.

Russia's Putin rebuilds economic team, seeks unity (Reuters)

MOSCOW (Reuters) ? Russian Prime Minister Vladimir Putin put a trusted ally in charge of the economy on Tuesday and named a low-key finance minister to address concerns about reforms and restore unity over his plan to return to the Kremlin.

Putin sacrificed his long-serving finance minister, Alexei Kudrin, on Monday after President Dmitry Medvedev demanded his dismissal for rebelling against a plan for Medvedev and Putin to swap places next March.

Kudrin's abrupt departure alarmed investors who saw him as a guarantor of financial stability and a potential leader of reforms. It also highlighted rifts around Putin as he tries to tighten his grip on power by returning to the post he held for eight years until 2008.

Putin acted swiftly to restore confidence by handing control of all economic ministries to Igor Shuvalov, 44, a former sherpa to the Group of Eight industrialized nations who has been a first deputy prime minister since 2008.

He promoted Anton Siluanov, a little-known Kudrin deputy, to the interim role of acting finance minister. An expert in regional budgets, the 48-year-old career bureaucrat is expected to keep a low profile following Kudrin's stormy departure.

Underlining that he had agreed Siluanov's appointment with the president, Putin said: "He is a good specialist, and his candidacy was obviously agreed with Dmitry Anatolyevich Medvedev. This is our joint decision."

But Kudrin, 50, did little to dampen talk of disharmony by releasing remarks on Tuesday saying he had quit because of the fiscal risks the government was taking, making clear there had been disagreements with Putin as well as Medvedev for months.

"Over the course of several months, despite my repeated objections, some made in public, decisions were taken in the sphere of budget policy that without doubt increased fiscal execution risks," Kudrin wrote in a resignation statement.

It was the first time he had so openly criticized his long-time ally, with whom he worked in the St Petersburg city authorities in the 1990s.

No one else has joined Kudrin in openly rebelling against any parts of Putin's succession plan, but the chairman of Russia's central bank, Sergei Ignatyev, did praise Kudrin as a "very strong" finance minister.

Ignatyev reassured Russian banks and markets battered by global turmoil and unsettled by Kudrin's departure that the Bank of Russia would provide as much liquidity as needed to keep the financial system afloat.

FIRST RESIGNATION REJECTED

Kudrin said Putin had rejected an initial request to quit in February. But Putin's announcement on Saturday that he planned to swap jobs with Medvedev after parliamentary and presidential elections appears to have been the last straw.

Kudrin said he would not serve in a Medvedev government and objected particularly to his plans to raise military spending.

Medvedev humiliated Kudrin by demanding his resignation on Monday at a public meeting they were attending, and made clear on Tuesday he would not put up with any dissent from others.

Defending his military spending plans during talks with army officers, he slammed a table with his hand and said: "Whoever disagrees with this can go and work elsewhere."

Medvedev, 46, appears intent on asserting himself after he too was humiliated -- when he agreed not to see a second term under the terms of Putin's succession plan.

Medvedev and Putin have ruled the world's biggest energy producer in a power 'tandem' since Putin gave up the presidency after serving the maximum two consecutive terms since 2000.

But Russia now has a president who is little more than a lame duck as parliamentary and presidential elections loom over the next six months. Few doubt Putin will be elected president in March.

Economists fear a policy drift until after the presidential election and say Kudrin's removal reduces the prospect of major

economic reforms next year, even though his main legacy was to build up a rainy-day fund to cushion Russia during crises.

Some economic analysts believe the government could also loosen its control on spending as the elections approach.

"Even if Kudrin had to compromise on higher spending at times, his strong preference was for the continuing accumulation of oil wealth in state savings," said Natalya Orlova, chief economist at Alfa Bank in Moscow.

EFFORTS TO END INSTABILITY

Putin, 58, had sought to end political instability that was unsettling investors by announcing his plan on Saturday.

Under the plan, Medvedev would run as the main candidate for the ruling United Russia party in the December 4 parliamentary election, boosting its chances of maintaining a two-thirds majority in the lower house.

Shuvalov is a steady hand and fluent English speaker who has long worked with Putin.

Siluanov's first task will be s to present the government's three-year budget to parliament. Despite Kudrin's restraining influence, it foresees annual spending increases of more than 20 percent and could yet be amended to attract votes.

That in turn could further increase the vulnerability of the public finances to a decline in oil prices, as the budget next year would only balance with crude oil at $116 per barrel, about 10 percent above today's price.

Energy revenues make up half of Russia's budget.

Putin wants now to prevent further changes that could fuel instability at a time when Russia's economy is suffering because of global market turmoil. Stocks and the rouble rebounded on Tuesday but have sunk in recent weeks.

Mikhail Prokhorov, a rich businessman who quit as head of a small party this month after a feud with the Kremlin, said Putin also faced battles over policy and a realignment of political and business forces behind the scenes.

"It's clear that the reason for Mr. Kudrin's resignation was not a personal conflict with the president but a conflict of conceits, ideas about the country's future," he wrote in a blog.

"I think we are on the verge of very important, perhaps tectonic, shifts in the consciousness of the elites, including the power elites."

Obama pitches jobs plan in Denver (AP)

LOS ANGELES ? President Barack Obama is heading to Denver to pitch his jobs plan in the city where he accepted the Democratic nomination. But as he's acknowledged at fundraisers up and down the West Coast, this election isn't like 2008.

Obama told a star-studded Hollywood fundraiser Monday night that this time around people are weary, and the energy of 2008 ? when he was an exciting new face ? is going to have to be generated in a different way.

He urged guests, including actors Eva Longoria, Danny DeVito and Jack Black, not to get tired now. "This is when we're tested," he said.

Obama has held seven fundraisers over two days in Washington state and California in advance of an important fundraising deadline. Tuesday in Denver, he will visit a high school to speak about the $450 billion jobs plan, mixing tax credits and public works spending, that he wants Congress to pass.

The president is expected to focus Tuesday on a proposal in the bill that would allocate $25 billion in new spending to repair and modernize public schools. The White House said Colorado's share of the funding could total $265 million and would support up to 3,400 jobs.

With the economy stuck and unemployment high as the 2012 campaign heats up, Obama has been reminding supporters that he never told them governing would be easy.

His own chief political adviser, David Axelrod, underscored that reality Tuesday, when he cast the president's re-election bid as "a Titanic struggle."

With the tough political landscape in mind, Obama has used his West Coast swing to get in some shots at the GOP presidential field.

"I urge all of you to watch some of these Republican debates. It's a different vision about who we are, who we stand for," Obama told about 120 Hollywood supporters at Los Angeles' Fig & Olive restaurant. Guests paid $17,900 each to attend.

The American people want a "bold and generous" vision of America, Obama said, not the "cramped" one he said the Republicans are offering. "That's what this election is about. It's about values, it's about character, it's about who we are."

Republicans have panned Obama's West Coast swing, criticizing the president for being more interested in saving his own job than creating new jobs for Americans. And Republican National Committee spokeswoman Kirsten Kukowski said Obama was "treating the West Coast as an ATM for his campaign coffers as he makes his way toward the first billion-dollar campaign."

Jane Goodall stages unique live, film premiere (Reuters)

NEW YORK (Reuters) ? World renowned primatologist Jane Goodall began her groundbreaking research into chimpanzees over 50 years ago in Tanzania's Gombe National Park, leaving an indelible imprint on the way humans view animals.

On Tuesday this week, the 77 year-old animal researcher and United Nations Messenger of Peace, is featured in an unusual event in 500 movie U.S. movie theaters.

The one-night only "Jane Goodall Live!" features the U.S. premiere of documentary "Jane's Journey," about her life with appearances by Angelina Jolie, Pierce Bronson, and Charlize Theron. There also will be a live question-and-answer session with Goodall and her friend and musician Dave Matthews.

Reuters spoke to the anthropologist about the upcoming event, what people can do to make a difference in keeping the planet healthy, and what humans can learn from animals.

Q: What will audiences discover on "Jane's Journey?"

A: "The film was long in the making by German independent filmmaker, Lorenz Knauer, and it's been running in Germany, Austria, Switzerland, Spain other European countries for several months. The audience response is similar to the response I receive at my lectures, as they leave teary-eyed, saying, 'What can we do?'

"We haven't been doing enough to help the planet." The message of let's wake up and take care of this planet, we've been stealing from our children before it's too late, is the message I hope that audiences will embrace."

Q: At what age did you know that working as an animal conservationist would be your life's calling?

A: "From a tiny, tiny age I loved animals, observed animals, went on nature walks, watched "Dr. Dolittle" and fell in love with Tarzan. I was 11 when I decided that I would go to Africa and live with animals and write books about them.

"It was in Africa that I met Louis Leakey, the late renowned paleontologist, who gave me this opportunity to go out and study chimpanzees. I had no degree of any sort then. What an amazing and extraordinary journey it really has been."

Q: Angelina Jolie, Charlize Theron and Dave Matthews are just a few of the high-profile celebrities who are helping to get your message out. How does it feel to have a whole new generation of people becoming familiar with your work?

A: "I find it really necessary. I wouldn't mind if they weren't familiar with my work, per se. The important thing is to understand that every one of us makes a difference, every day, and we can live with a lighter ecological footprint.

"When you have people like Angelina Jolie getting behind the film, that can attract some people who might not otherwise be interested and then hopefully they get the message, too. In fact, that's what's been happening. In Europe, the film received the 'Green Oscar.'"

Q: What can we humans learn from the animal world?

A: "First of all we should learn a bit of humility, that we are of course different, but not as different as we may think. From chimpanzees, I have substantiated my belief of the tremendous importance of the first couple years of life and the kind of experiences a child has. The human child psychologists have been talking about that for a long time. In chimpanzees, it's so easy to trace the effects of a traumatic experience, because unlike us, they don't try to hide the way they feel, they just act the way they feel."

Q: If chimps could talk what would they tell humans?

A: They would probably tell us to leave them alone, get out of the forest and protect the forest. That's probably what they would tell us to do.

Q: So what can one person do to make a difference?

A: "Each person can just spend a little bit of time each day thinking about the consequences of what you buy, what you eat, what you wear and how you interact with people. If millions of people think about the consequences, they start to change and then we achieve the kind of change we must see on this planet."

Q: What do you think has been your greatest achievement and what are you most proud of in your work?

A: "People from all over the world continue to tell me that, 'In The Shadow of the Man,' published in 52 languages, has had a lasting impact on them. Also helping people understand that animals do have personalities, minds and feelings and that they matter as individuals.

"The other accomplishment I'm most proud of is starting Roots and Shoots so we involve young people for caring for our planet before it's too late."

Bahrain's besieged protesters keep campaign alive (AP)

MANAMA, Bahrain ? Hand signals are passed from the rooftop spotters to the street protesters below: Another group of riot police are moving in their direction.

"Wait," one of the rioters on 443 Lane urges. "Wait. OK, now." The gangs send a barrage of stones toward the police squad's white helmets and then scatter over alleyways and race into homes.

For months, scenes like this have defined Bahrain's Arab Spring unrest: mobs demanding equal rights for Shiites waging hit-and-run battles against security forces defending the Sunni rulers in the tiny Gulf kingdom. In size and fury, the confrontations might seem like little more than a Middle East sideshow in comparison with the far bloodier upheavals in Syria or Yemen.

But in compact Bahrain ? with protest hotbeds and loyalist bastions almost within shouting distance ? everything is amplified. On an island no bigger in area than New York City, majority Shiites and Sunnis backing the ruling dynasty are increasingly unable to find common ground or even agree on a general path toward dialogue.

Protesters are now raising the battle cry of reclaiming Pearl Square, the former hub of the 7-month-old rebellion that's now guarded as tightly as a military base. Security forces, meanwhile, are pushing back harder ? even arresting at least 45 women and girls last week on suspicion of stirring up anti-government dissident in one of Bahrain's main shopping malls.

If Bahrain tumbles toward greater confrontation, places such as 443 Lane will be the training grounds for both sides.

The short street ? jutting off a main road in the mostly Shiite neighborhood of Sanabis ? has been so often caught up in the street skirmishes that used tear gas canisters are collected and stacked in neat rows inside doorways. By late afternoon, the protesters usually begin to gather. Many are well-prepared for the expected tear gas: Wearing swimming goggles and surgical masks. Refrigerators in safe houses hold extra cartons of milk to wash away the burning residue on their faces.

Police appear to have orders to move in at the slightest whiff of a challenge.

And on this night, protesters were particularly anxious for a fight. Voting had just closed in special parliamentary elections Saturday. The voting was called to fill 18 seats ? nearly half the 40-seat chamber ? abandoned by Shiite lawmakers to protest the crackdowns that include deadly clashes and life sentences for some activists.

Shiite groups pressed for a boycott, which they say held turnout to only about 17 percent. Authorities tally it up differently ? portraying the new parliament as representing more than half the country's voters by combining the figures with results from last year's election.

This is part of the separate narratives that make Bahrain volatile and unpredictable.

Shiites claim they are stuck in a permanent underclass although they represent about 70 percent of Bahrain's 525,000 citizens. In their view, all the routes to power, such as high political or military posts, have been blocked by the Sunni leadership. "Welcome to Arab apartheid," read a message spray-painted in red in Sanabis.

Bahrain's Sunni rulers say their country is being pulled apart by rejectionist groups that have chosen violence over dialogue, including offers to allow parliament to vet government appointments such as the premiership. They also view the main Shiite political blocs as deeply conservative ? with ties to Shiite leaders in Iran and Iraq ? and a threat to women's rights and Bahrain's open economy.

The leadership's stance is hardened by the belief that Shiite power Iran is plotting ways to gain influence through the discord in Bahrain ? which could have ended up part of Iran if a U.N.-backed fact-finding mission in 1970 found majority support for annexation.

The fears about Iran also resonate strongly with Bahrain's allies. Neighboring Saudi Arabia led a Gulf military force that came to the rescue of Bahrain's monarchy in March. Washington has stuck by Bahrain's rulers to preserve crucial partnerships, including the base of the U.S. Navy's 5th Fleet. At some police checkpoints, the green Saudi flag flies alongside the red-and-white colors of Bahrain.

On 443 Lane, there are no nuances. The protest gangs see this as their Arab Spring moment that may not come again ? with many too young to remember the last serious street clashes in Bahrain in the 1990s.

But what they want is far less clear. They all denounce the stewardship of Bahrain's king, Hamad bin Isa Al Khalifa, yet have no alternative leader or plan to follow. The driving force of the moment appears to be trying to recapture the mass energy of Pearl Square during the first weeks of the revolt in February.

Authorities know this well. Checkpoints and pincer-style patrols are used to keep protesters mostly contained to their neighborhoods and unable to join forces.

When police moved down 443 Lane, the mobs were ready. First they showered the unit with stones and then took shelter behind metal trash bins overflowing with garbage. Officials have apparently slowed ? or halted ? trash collection in some areas as punishment for the clashes.

Police answered with tear gas.

"Run, run," the protesters yelled. "To the house. The door is open."

About a dozen protesters tumbled through a metal door into the house of a sympathizer. Moments later, the police patrol swept past.

One demonstrator, Ali, poured milk over his face to neutralize the stinging power of the tear gas. He then joined the others on the roof, where they passed signals to other protest sentries tracking the police movements. On cue, some protesters hiding in a pigeon coop rained stones down on the police ? whose ranks include officers from other Arab states and south Asia who are given citizenship under programs to boost Sunni Muslim numbers.

"We know these kinds of fights will not bring down the regime," said Ali, a 27-year-old construction worker who only gave his first name for fear of later reprisals. "But it sends a message that we are here and we will not rest. We feel we are under occupation by a system we no longer respect."

Ali made his way to Sanabis from an area about 10 miles (six kilometers) away, using an underground system of houses that provide shelter and food for protesters. Sanabis is less than a half-mile (one kilometer) from Pearl Square, but they know that it would take a protest army of thousands to break through the cordon of armored vehicles and razor wire.

"Ok, maybe not today. Maybe not next week. Maybe not even next year," he said. "But how long can they protect it? Forever? We will be back in the center of the capital someday."

The storming of Pearl Square by security forces in late February was the first major bloodshed of the unrest. Since then, more than 30 people have been killed.

"All clear," said one of the protesters in the house. "Let's go."

The group slipped out and moved through the darkness of 443 Lane. Someone had just spray-painted a fresh stencil of the tripod-shaped Pearl Square monument, which was razed by authorities after they took back control of the area.

The protesters moved to another building's rooftop to regroup with others before making another run at the police.

They pressed against the walls as a police helicopter passed low overhead. A few blocks away, a store was burning. The smoke was picked up by the wind and carried toward the brightly lit skyscrapers in Bahrain's business district.

NEW YORK ? The world's great ballet houses are accustomed to cheers, shouts of "Bravo," even standing ovations. Rock star-groupie screams? Not so much.

But all bets are off when there's a Beatle in the house.

So there were genuine screams of adulation at New York City Ballet's fall gala Thursday, not just at the red-carpet arrivals, but also from some of the designer gown-clad patrons in the theater, who craned their necks to get a good view of the ballet's composer: Sir Paul himself.

Each season, City Ballet puts on a gala fundraiser, and the aim is always to create a little buzz ? with a new work, or an interesting honoree. This year's gala, featuring McCartney's "Ocean's Kingdom," surely had more buzz than all past galas combined.

Adding to the usual mix of New York power couples and plain old dance fans (you could tell by the attire who was staying for the gala dinner) were actresses Naomi Watts, Liv Tyler and City Ballet regular Sarah Jessica Parker. And a face not usually seen at the ballet: Steve Van Zandt, guitarist in Bruce Springsteen's E-Street Band.

Also on hand: Paul's daughter, designer Stella McCartney, who created the costumes.

The ballet, you ask? Oh yes, we're getting to that. Before it even started, though, the orchestra pit slowly rose to stage level, thanks to the David H. Koch Theater's nifty hydraulic lift. Conductor Faycal Karoui proceeded to give a brief music lesson explaining parts of McCartney's score, praising its "beauty, style, energy and wit" and throwing in a few bad Beatle puns ("But before we 'Let It Be ...'")

City Ballet head (and this ballet's choreographer) Peter Martins then came on to proffer his marquee guest a toast, not with vodka as his predecessor George Balanchine was wont to do, but, in a nod to McCartney's provenance, with a cup of tea ? poured from a kettle by a hand stretching out from the wings.

McCartney, who sang his heart out to packed Yankee Stadium crowds this summer and, at 69, seems to grow ever busier, has already released four classical albums, beginning with "Liverpool Oratorio" in 1991.

He had never, though, written a ballet score. With "Ocean's Kingdom" (a recording will be released next month), he not only accomplished that but wrote the story and contributed to virtually every aspect of the production, Martins has said. (Apparently Dad made suggestions on Stella's costumes, too.)

The ballet itself was frothy entertainment, set to pleasing, tuneful, often lovely music ? a production likely to attract a broader audience to the ballet, always a good thing. It told a simple ? one might say too simple ? tale of an undersea kingdom threatened by earthly invaders. A sea princess, Honorata (Sara Mearns), falls in love with one of the invaders, a prince (Robert Fairchild), but their love is forbidden. Heartbreak and conflict ensue, but in the end they are together.

Martins' choreography was pleasant enough, without being striking or memorable. (One wonders what Christopher Wheeldon or Alexei Ratmansky might have done with it.) Mearns, the emerging star ballerina of the company, was typically affecting as the princess.

Stella McCartney's costumes were a visual smorgasbord, not unlike a runway show. Many of the female getups had modern halterlike tops, a short front skirt and a long back, like the tail of a sea creature. Most successfully dressed were her underwater maidens, in ensembles that resembled creations from a child's spinning paint game: Swirls and doodles, combined with polka dots or stripes. Her earth villains looked like they were covered with giant body tattoos.

The audience seemed enthusiastic about the new work, but it was clear what they really wanted to see: the guy in that first-ring seat. At one point, he greeted the crowd by strumming a little air guitar in his chair.

It got one of the biggest cheers of the night.

Officers shoot, wound man at Calif border crossing (AP)

SAN DIEGO ? A man who fired a starter pistol as he fled border inspectors was wounded after two officers shot at him at the nation's busiest border crossing Thursday.

The afternoon shooting prompted U.S. Customs and Border Protection to temporarily suspend pedestrian travel into the United States from Mexico at the San Ysidro Port of Entry, U.S. Customs and Border Protection spokeswoman Angelica De Cima said.

The man grew nervous under questioning at an inspection booth and tried to run away, she said. He fired a shot from a starter pistol as officers converged on him and then the officers opened fire.

Starter pistols are used in horse or car races and do not fire bullets, but the metallic object appeared to be a weapon, San Diego Police Lt. Kevin Rooney said.

"It appears to be a semiautomatic weapon to the naked eye," he said. "It's metal, silver in color with rubber grips on it."

The man, who told authorities he was 47 years old, was taken to a trauma center for treatment. Rooney said he didn't know the man's name, nationality or how many times he was shot.

One of the border officers sustained a minor injury to his hand, authorities said.

Rooney said police will investigate whether the officers' use of force was justified. U.S. Immigration and Customs Enforcement investigators will determine if the man should face criminal charges.

Inspection for pedestrians travel was suspended for two hours until officials converted two of the 24 U.S.-bound vehicle lanes to handle pedestrian traffic.

About 50,000 vehicles and 25,000 pedestrians enter the United States at the San Ysidro border crossing each day.

Last week, all U.S.-bound traffic was halted at the crossing after scaffolding installed to protect cars from overhead construction collapsed onto eight lanes, seriously injuring a construction worker. Ten others were taken to hospitals with minor injuries.

Dow falls 391 on worldwide fears about economy (AP)

NEW YORK ? Investors began giving in to fears Thursday that a global recession is already under way, and stock markets shuddered around the world. Selling started in Asia, picked up speed in Europe and sent Wall Street near its worst finish of the year.

The Dow Jones industrial average lost 391 points and at one point was down more than 500, a return to the volatility that gripped the market this summer.

One financial indicator after another showed that investors are losing hope that the global economy can keep growing. The price of oil and metals such as copper, which depend on economic demand, fell sharply. Traders bought Treasury bonds and the dollar for safety.

FedEx, a company that ships so many goods it is considered a barometer of the U.S. economy, had to lower its earnings forecast for the year because customers are putting off purchases of electronics and other gadgets from China.

The Dow fell 391.01 points, or 3.5 percent, and closed at 10,733.83. The selling was not just steep but broad: Nineteen stocks on the New York Stock Exchange fell for every one that rose. At one point, the Dow was down more than 500 points.

"Markets rely on confidence and certainty. Right now there is neither," said John Canally, an economic strategist at LPL Financial, an investment firm in Boston.

It was the second consecutive rout in the stock market since Wednesday afternoon, when the Federal Reserve announced a change in strategy for fighting the economic slowdown ? a bid to lower long-term interest rates and get people and companies to spend more money.

Economic news was bad around the world. A closely watched survey in Europe indicated a recession could be on the way there, and a manufacturing survey suggested a slowdown in China, which has been one of the hottest economies.

"The probability of going back into recession is higher now than at any point in the recovery," said Tim Quinlan, an economist at Wells Fargo. He put his odds of a recession at 35 percent.

Christine Lagarde, the head of the International Monetary Fund, said the world economy was "entering a dangerous phase." She told an annual meeting of the IMF and World Bank that nations need credible plans to get their debt under control.

In the United States, investors poured money into American government debt, which they see as less risky than stocks even as the nation wrestles with how to tame its long-term budget problems.

The yield on the 10-year Treasury note hit 1.71 percent ? the lowest since the Federal Reserve Bank of St. Louis started keeping daily records half a century ago. It was 3.66 percent as recently as February, when the economic forecast was brighter.

Yields fall as investors buy bonds and send their prices higher. Small yields are a sign that investors are just looking for a safe place to park their cash.

"They want to get their money back," said Guy LeBas, chief fixed income strategist at Janney Capital Markets. "How much they earn is secondary."

Besides U.S. bonds, investors bought American dollars. The dollar rose to an eight-month high against the euro because of fears that Europe, staggered by debt, will bear the worst of a global downturn.

The Dow almost matched its lowest close of the year, 10,719 on Aug. 10. The stock market was seized by volatility last month, and at one point the Dow strung together four consecutive days of 400-point moves up or down.

In a sign of what a rocky year it has been for the stock market, Thursday's decline isn't even close to the biggest in 2011. The Dow fell 634 points on Aug. 8, 519 points on Aug. 10 and 512 points on Aug. 4.

It would have to fall 485 more points to reach the traditional definition of a bear market ? a 20 percent decline. The Dow was at 12,810 on April 29.

The Standard & Poor's 500 index, a broader measure of the stock market, and the Nasdaq composite, which is more heavily weighted with technology stocks, both fell more than 3 percent for the day.

To get the economy going, President Barack Obama has proposed a $447 billion package of tax cuts, public works projects and benefits for the unemployed, but it faces major opposition in the Republican-controlled House.

While the market was falling Thursday, the president stood in front of an aging bridge that connects Ohio and Kentucky. He exhorted Republicans: "Help us put this country back to work. Pass this jobs bill right away."

Top Republicans in Congress accused Obama of trying to score political points. If Congress fails to pass the jobs bill, it would leave the Fed action this week as the only major new initiative designed to help the economy.

The Fed announced Wednesday that it would shuffle $400 billion of its own holdings in hopes of reducing interest rates on long-term loans. The plan is known as Operation Twist, a nod to a similar approach taken by the Fed during the time of Chubby Checker in the early 1960s.

The central bank hopes that if people and businesses are able to borrow money more cheaply, they will spend throughout the economy and give it a lift.

Still, the Fed announcement troubled investors because it came with a bleak assessment of the future. The Fed said it sees "significant downside risks to the economic outlook," including volatility in overseas markets.

"In financial markets, the thinking seems to be: If the Fed is worried, the rest of us ought to be really worried," said Brian Gendreau, senior investment strategist at Cetera Financial Group.

Economists say the Fed action may help, but probably not much.

"Counting on the Fed to get us out of this is a mistake," said Uri Landesman, president of Platinum Partners, a hedge fund.

The price of commodities like oil and metals dropped steeply because investors worried that demand for them would fall if the world economy keeps slowing or falls into recession again.

Oil dropped more than $5 a barrel to $80.51, its lowest settling price since Aug. 9. The selling reflected concerns that world demand for oil will fall if the economy slows.

"This is just sudden and strong confirmation that the economy is not improving," said Michael Lynch, president of Strategic Energy & Economic Research. "Energy demand is going to be very poor."

The price of silver fell 9.6 percent. And gold fell 3.7 percent. Earlier this summer, gold set one record high after another. Investors wanted it both as a safe place for their money and to cash in on what seemed an unstoppable run. Gold, which was as high as $1,907 two weeks ago, finished at $1,741.70.

Stocks fell sharply even though the New York Stock Exchange executed a rule designed to smooth trading. The exchange invoked Rule 48, which limits how much information is released about stock trades.

Stock volatility rose anyway. The VIX, an index that measures investor fear, rose about 11 percent to 41.35, double the normal level.

It's common for stocks to move dramatically after the Fed makes a big announcement. But the number of trades that can be made instantly has also gone up in recent years, causing big swings to happen more quickly. Computer systems are programmed to analyze charts, capitalize on tiny changes in price and execute trades with no human intervention.

"These major moves are much more compressed, time-wise, than in the past," Landesman said. "A 5 percent move can now happen in a couple of minutes as opposed to a week or two."

Some analysts called the heavy selling an overreaction.

"The facts show we are not in a recession, and we are not borderline recession," Chris Rupkey, chief financial economist with Bank of Tokyo-Mitsubishi, wrote in a report Thursday.

The U.S. economy grew at an annual rate of 0.7 percent in the first half of this year, the slowest growth since the end of the Great Recession in June 2009. It would take much healthier growth, 4 or 5 percent, to bring unemployment down significantly.

The government reported Thursday that fewer Americans applied for unemployment benefits last week. But the decline wasn't nearly enough to raise any real hope that the job market is getting better.

Asian stocks were hammered to start the world's trading. The Nikkei index in Japan fell 2.1 percent. The main stock averages fell 2.8 percent in China, 2.9 percent in South Korea, 2.6 percent in Australia and almost 5 percent in Hong Kong.

Europe fared even worse. The stock market fell 5.3 percent in France, 5 percent in Germany and 4.7 percent in Britain.

We must constantly challenge ourselves to provide actionable value to internal clients that share the same marketing allergy as our consumers?for after all, our best designers and artists are passionate gamers themselves.

Here?s the short list of what people want:

  • Focus groups with franchise loyalists, former customers, and gamers in demographic profiles that match the target audience for a particular title.
  • Deep playtesting sessions with individual users.
  • Market sizing for particular game genres, platforms, and business models.

The first two items are ?tactical? research to improve an existing product. The third item is ?strategic? to the degree it allows organizations to make better-informed product portfolio decisions. (For example, now is probably not the best time to begin developing a mature first-person-shooter for the Nintendo Wii.) Many areas of potentially valuable research are simply not on the short list. That doesn?t mean they don?t happen, but their audience is rarely the development studio.

This distance between consumer insights research and product development is a lost opportunity for everyone involved. While listening to ?the community? is better than not listening to anyone at all, it also severely skews perspective about what?s really going on. Forums and blogs tend to have a ?me too? mentality ? one negative comment from one person tends to stir the pot and attract dozens of echoes. Community managers ring alarm bells, and the leadership reacts to what can easily be a tempest in a tea pot.

What is needed is coordination between researchers and community managers. Research professionals apply scientific methodology and rigor, and are able to place the qualitative feedback from ?the community? into properly weighted perspective. The business of game development has much to gain by

  1. leveraging communities for brainstorming and idea synthesis,
  2. involving research in the process of vetting those ideas, and
  3. integrating research into decision-making processes to the same degree currently enjoyed by community management.

Marketing research need not be confined to pricing studies (which rarely happen in games anyway), package testing, or marketing segmentation. And community management is not the only ?voice of the customer.?

iPad to dominate tablet market for the next three years. Sorry, Android.

"We expect Apple to maintain a market share lead throughout our forecast period by commanding more than 50 percent of the market until 2014," Carolina Milanesi, research vice president at Gartner said in a statement. "This is because Apple delivers a superior and unified user experience across its hardware, software and services. Unless competitors can respond with a similar approach, challenges to Apple?s position will be minimal."

Not that things are completely terrible for iPad competitors. According to Gartner, Android tablets are on pace to ship 11 million units in 2011, which would account for 17.3 percent of all tablet sales. Not too shabby! And certainly up from Android?s 2010 market share of 14.3 percent. But contrast that with the whopping 73.4 percent of the market currently held by Apple, and, well, you get the point.

"So far, Android?s appeal in the tablet market has been constrained by high prices, weak user interface and limited tablet applications," Gartner's Milanesi said. "Google will address the fragmentation of Android across smartphone and tablet form factors within the next Android release, known as ?Ice Cream Sandwich,? which we expect to see in the fourth quarter of 2011."

Until then, the advantage is all Apple's.

On a related note, here's a question for all you tech watchers out there: Is the Apple iPad more like the Apple iPhone or the Apple iPod? The iPod, after all, defined an entire category of device, and dominated that category, even in the face of usurpers such as the Microsoft Zune. The iPhone, meanwhile, was eventually and effectively countered by Google's Android, which is currently top dog in the smartphone race.
