Obama plays up auto industry success story (AP)

WASHINGTON ? President Barack Obama wears his decision to rescue General Motors and Chrysler three years ago as a badge of honor, a move to save jobs in an industry that helped create the backbone of the middle class more than a half-century ago.

For Obama, the auto bailout is a case study for his efforts to revive the economy and a potential point of contrast with Republican Mitt Romney, who opposed Obama's decision to pour billions of dollars into the auto companies. The president's campaign views the auto storyline as a potent argument against Romney, the son of a Detroit auto executive who later served as Michigan governor.

If Romney wins the GOP nomination, expect to hear a lot about the car industry.

"The American auto industry was on the verge of collapse. And some politicians were willing to let it just die. We said no," Obama told college students last week in Ann Arbor, Mich. "We believe in the workers of this state."

Obama was expected to visit the Washington Auto Show on Tuesday, giving him another forum to talk about GM and Chrysler, along with the administration's attention to manufacturers and efforts to boost fuel efficiency standards. The White House has taken every opportunity to highlight its efforts to rebuild the auto industry, pointing to GM's reemergence as the world's largest automaker and job growth and profitability in the U.S. auto industry.

As the industry was collapsing in the fall of 2008, the former Massachusetts governor predicted in a New York Times op-ed that if the companies received a federal bailout, "you can kiss the American automotive industry goodbye." Romney said the companies should have undergone a "managed bankruptcy" that would have avoided a government bailout.

"Whether it was by President Bush or by President Obama, it was the wrong way to go," Romney said at a GOP presidential debate in Michigan in November. Romney said the nation has "capital markets and bankruptcy ? it works in the U.S. The idea of billions of dollars being wasted initially, then finally they adopted the managed bankruptcy. I was among others that said we ought to do that."

Both the Bush and Obama administrations found themselves in uncharted territory in the fall of 2008 and early 2009. GM and Chrysler were on the verge of collapse when Congress failed to approve emergency loans in late 2008. Bush stepped in and signed off on $17.4 billion in loans, requiring the companies to develop restructuring plans under Obama's watch.

The following spring, Obama pumped billions more into GM and Chrysler but forced concessions from industry stakeholders, enabling the companies to go through swift bankruptcies. Obama aides said billions in aid ? about $85 billion for the industry in total ? was necessary because capital markets were essentially frozen at the time, meaning there was no way for GM and Chrysler to fund their bankruptcies privately.

Without any private financing or government support, they argued, the companies would have been forced to liquidate.

Three years later, Obama is trying to turn the tough decision into a political advantage in Ohio and Michigan, which Obama carried in 2008 and where unemployment has fallen of late. During last week's State of the Union address, Obama said the auto industry had hired tens of thousands of workers, and he predicted the Detroit turnaround could take root elsewhere.

Yet Obama's poll numbers in places like Ohio and Michigan remain in dangerous territory, under 50 percent, and the auto industry argument carries some inherent risks.

A Quinnipiac University poll in Ohio released Jan. 18 found Obama locked in a virtual tie with Romney in a hypothetical matchup, with about half the voters disapproving of Obama's performance as president. A poll in Michigan released last week by Lansing-based EPIC-MRA found 48 percent supporting Obama and 40 percent backing Romney in a potential matchup.

Republicans say the bailout still remains unpopular and the government intervention was hardly a cure-all. "The industry was bailed out but a lot of people lost their jobs," said David Doyle, a Michigan-based Republican strategist.

In a nation still soured on bailouts, the government owns more than a quarter of GM. The Treasury Department estimates the government will lose more than $23 billion on the auto bailout: GM is trading at $24 a share, well below the $53-per-share mark needed for the government to recoup its investment in the company.

Romney, facing attacks from Democrats on his work at private equity firm Bain Capital, has tried to use the GM and Chrysler cases to insulate himself against charges his firm gutted companies and fired workers. "How did you do when you were running General Motors as the president?" Romney said in a December debate. "Gee, you closed down factories. You closed down dealerships. And he'll say, well I did that to save the business. Same thing with us, Mr. President."

Obama, Vice President Joe Biden and others say the decision, while unpopular, saved an estimated 1 million jobs throughout the Midwest and say the industry is coming back.

As a result of the restructuring, the companies can make money at far lower U.S. sales volumes than in the past. Industry analysts predict U.S. sales will grow by at least 1 million this year over last year's 12.8 million units as people replace aging cars and trucks. And North American operations at GM, Chrysler and Ford are thriving, boosting their companies' earnings ? all signs that Democrats say will make the difference in the Midwest.

"I don't know how any reasonable person can fail to acknowledge that this rescue plan worked and the country has benefited," said former Ohio Gov. Ted Strickland, a Democrat.

Emma, The Emma Edition: Let's Get Mortified

On the first day of my memoir writing elective for this school term, my teacher handed out a sheet of paper with a series of diary-style letters on it. These letters were written by a really random variety of famous people (everyone from J.K. Rowling to Hugh Jackman to Suze Orman to Stan Lee) to their teenage selves. At first, when I read some of the names on the paper, I thought the letters would just be generic suggestions of celebrities telling themselves how famous they'd someday be, or to invest in Mac or something. But even for the celebrities that I had never thought anything much of to begin with, it was interesting to get a glimpse of who they were as awkward teenagers aside from the guarded people we see today in the media. After reading the letters, my memoir class was then asked to write our own Dear Me letter, only to our future selves. What essential qualities would we hope stays the same? What would we hope changes about ourselves?

I was still thinking about this activity a few days later, when I was flipping through the TV, in an attempt to find something other than a Kardashian marathon to watch. On the Sundance Channel, I saw a new show was premiering that night, listed as The Mortified Sessions. The name alone sounded like some sort of paradoxical horror-comedy, but I decided to check it out. I tuned in just in time for the opening credits, which showed a shoebox with "PRIVATE: KEEPOUT" written on it, spilling open with precious childhood memorabilia. Then the screen panned over to a crumpled piece of paper taken out of a diary, the diary moved pages, revealing old photographs. Some of them were recognizable faces like a young Will Forte (MacGruber) and Jennifer Grey (Dirty Dancing), but others were indiscernible. Whoever these memorabilia belong to, it really matter, because it was clear I had entered a magical world that had little to do with horror (unless it was the under the bed kind) and everything to do with celebrity confessions about their formative years.

The Mortified Sessions was a project started by Dave Nadelberg, which began in a live stage setting where celebrities and amateurs alike are asked to bring a shoebox full of all the songs, poems, art, love letters from their adolescence, to chip away at our exterior and expose our inner geek. Sundance has the televised adaptation of the project, where each week Dave interviews new subjects, who bring Dave a shoebox full of their past. It interesting to see what these childhood artifacts, unearths not only about their pasts, but even often unlocks something that they hadn't realized about who they are today, before they go through the process with Dave.

The premiere episode that I saw was with Ed Helms, who plays Andy, my favorite character on The Office. Even in the first few minutes of the show, when Ed read a diary entry he'd written when he was little about refusing to give out Valentine's had me hooked on the project. The other guests this season were equally illuminating. There was this one episode with married couple and comedic geniuses, Megan Mullaly and Nick Offerman. In looking at what they shared from their shoeboxes -- Nick was kind of the "class clown" and into sports while Megan loved to write and spend time alone in her room making up stories about fairies -- both of them did things to seek attention in their own right. It was in seeing that episode, going through their old photos, old homework assignments, and such, that you could see they had realized it too.

I wonder who Dave Nadelberg's target audience is, because everything about his project makes me, as a 16-year old, so incredibly happy. Watching the show somehow makes me nostalgic for a time that I am currently going through. What I mean by this is that I wish I kept everything I ever wrote, a diary, and was generally more sentimental about things pertinent to my childhood. Ever since the show started, I've been a packrat, though, making sure to keep everything for a shoebox session that I will someday have with myself. Maybe Dave will join me for this.

Sometimes the guests on The Mortified Sessions will say things like "this is like a therapy session," or "Dave, you know me better than I know myself," I guess that sounds a little cheesy when I write it out, but ever since I've watched The Mortified Sessions every week since its premiere, it feels like I'm hanging out with my heroes in their living room (literally, the show is often times filmed in their living rooms). But more than that, it's getting to open a time capsule with them, through hearing about milestones like crushes, first jobs, college, and beyond -- not only do you realize how they became the person they are today, but how they are really not that much unlike the awkward teenager they once were. Which is nice to hear, because we're all human, you know? It makes me think that there's no reason to fetishisize celebrities and put them on absurd pedestals, when really, their jobs, be it acting, singing, directing, whatever it is, is just a job for them... it's us as audiences who make it anything more.

I have dreams that for season 2, Dave Nadelberg will ask me to switch places with him for episode so I can interview him for his own Mortified Session....do you hear that Dave???

Carter Center gets $40M to eradicate Guinea worm (AP)

ATLANTA ? The Carter Center on Monday announced it received $40 million in donations to help fuel its mission to eradicate Guinea worm disease, a debilitating parasite that once plagued millions of people across the developing world.

The Atlanta-based center said the funding comes from the Bill & Melinda Gates Foundation, the Children's Investment Fund Foundation and President Sheik Khalifa bin Zayed Al Nahyan of the United Arab Emirates. It said the grants, along with $31 million committed last year by the United Kingdom, will help eradicate the disease by 2015.

"Millions of people in Africa and Asia will no longer risk suffering one of the most horrific human diseases ever known thanks to the generosity and global health leadership" of the donors, said former President Jimmy Carter.

There were about 3.5 million reported cases of the disease in 20 nations when the Carter Center's eradication program began in 1986. On Monday, the center said an early tally showed that only 1,060 cases of the disease occurred worldwide in 2011.

Most of the cases occurred in the African nations of South Sudan, Mali and Ethiopia. There was also an isolated outbreak in Chad.

Guinea worm disease occurs when people drink water contaminated with worm larvae. Over a year, the worm can grow to the size of a 3-foot long spaghetti noodle. Then they very slowly emerge through the skin, often causing searing, debilitating pain for months. The disease, however, is usually not fatal.

There is no vaccine or medicine for the parasite. Infection is prevented by filtering water and educating people how to avoid the disease.

The Carter Center has worked to stem the spread of Guinea worm in part by handing out millions of pipe filters and educating residents about the dangers of drinking tainted water. The former president has also has used his political bully pulpit to encourage local politicians to devote time and resources to fighting the disease.

The center said it would use the funding to pay for programs aimed at stamping out the disease and to fund surveillance by the World Health Organization to certify eradication over three years.

The Bill & Melinda Gates Foundation contributed $23.3 million of Monday's pledge. Nahyan pledged $10 million and the Children's Investment Fund Foundation gave an additional $6.7 million.

"The last cases of any disease are the most challenging to wipe out," said Carter. "But we know that with the international community's support, Guinea worm disease soon will be relegated to the history books."

(AP) ? Dozens of police maintained a late-night guard around City Hall following daylong protests that resulted in 300 arrests. Occupy Oakland demonstrators broke into the historic building and burned a U.S. flag, as officers earlier fired tear gas to disperse people throwing rocks and tearing down fencing at a convention center.

Saturday's protests ? the most turbulent since Oakland police forcefully dismantled an Occupy encampment in November ? came just days after the group said it planned to use a vacant building as a social center and political hub and threatened to try to shut down the port, occupy the airport and take over City Hall.

An exasperated Mayor Jean Quan, who faced heavy criticism for the police action last fall, called on the Occupy movement to "stop using Oakland as its playground."

"People in the community and people in the Occupy movement have to stop making excuses for this behavior," Quan said.

Protesters clashed with police throughout the day, at times throwing rocks, bottles and other objects at officers. And police responded by deploying smoke, tear gas and bean bag rounds, City Administrator Deanna Santanta said.

Interim Police Chief Howard Jordan said about 300 arrests were made.

"These demonstrators stated their intention was to provoke officers and engage in illegal activity and that's exactly what has occurred today," Santana said.

The group assembled outside City Hall late Saturday morning and marched through the streets, disrupting traffic as they threatened to take over the vacant Henry Kaiser Convention Center.

The protesters walked to the vacant convention center, where some started tearing down perimeter fencing and "destroying construction equipment" shortly before 3 p.m., police said.

Police said they issued a dispersal order and used smoke and tear gas after some protesters pelted them with bottles, rocks, burning flares and other objects.

The number of demonstrators swelled as the day wore on, with afternoon estimates ranging from about 1,000 to 2,000 people.

A majority of the arrests came after police took scores of protesters into custody as they marched through the city's downtown, with some entering a YMCA building, said Sgt. Jeff Thomason, a police spokesman.

Quan said that at one point, many protesters forced their way into City Hall, where they burned flags, broke an electrical box and damaged several art structures, including a recycled art exhibit created by children.

She blamed the destruction on a small "very radical, violent" splinter group within Occupy Oakland.

"This is not a situation where we had a 1,000 peaceful people and a few violent people. If you look at what's happening today in terms of destructing property, throwing at and charging the police, it's almost like they are begging for attention and hoping that the police will make an error."

Dozens of officers surrounded City Hall, while others swept the inside of the building looking for protesters who had broken into the building, then ran out of the building with American flags before officers arrived.

The protest group issued an email criticizing police, saying "Occupy Oakland's building occupation, an act of constitutionally protected civil disobedience was disrupted by a brutal police response today."

Michael Davis, 32, who is originally from Ohio and was in the Occupy movement in Cincinnati, said Saturday was a very hectic day that originally started off calm but escalated when police began using "flash bangs, tear gas, smoke grenades and bean bags."

"What could've been handled differently is the way the Oakland police came at us," Davis said. "We were peaceful."

City leaders joined Quan in criticizing the protesters.

"City Hall is closed for the weekend. There is no excuse for behavior we've witnessed this evening," City Council President Larry Reid said during a news briefing Saturday.

Oakland Councilman Ignacio De La Fuente, echoed Reid's sentiments and said that what was going on amounts to "domestic terrorism."

The national Occupy Wall Street movement, which denounces corporate excess and economic inequality, began in New York City in the fall but has been largely dormant lately.

Oakland, New York and Los Angeles were among the cities with the largest and most vocal Occupy protests early on. The demonstrations ebbed after those cities used force to move out hundreds of demonstrators who had set up tent cities.

In Oakland, the police department received heavy criticism for using force to break up earlier protests. Quan was among the critics, but on Saturday, she seemed to have changed her tune.

"Our officers have been very measured," Quan said. "Were there some mistakes made? There may be. I would say the Oakland police and our allies, so far a small percentage of mistakes. "But quite frankly, a majority of protesters who were charging the police were clearly not being peaceful.

Earlier this month, a court-appointed monitor submitted a report to a federal judge that included "serious concerns" about the department's handling of the Occupy protests.

Jordan said late Saturday that he was in "close contact" with the federal monitor during the protests.

Quan added, "If the demonstrators think that because we are working more closely with the monitor now that we won't do what we have to do to uphold the law and try keep people safe in this city, they're wrong."

Americans are used to the U.S. being the leader, or a top-ranked nation, in many areas. But in a number of industries and businesses, the U.S. has lost that first place, usually to China. While some, such as coal production, may not come as a surprise, other industries the U.S. has lost the market leadership might. 24/7 Wall St. looked at a large number of manufacturing, agricultural and financial businesses to find those in which China has surpassed the U.S.

For several years, economists have said that China?s GDP growth indicates that its economy will pass that of the U.S. in the next two or three decades. China?s GDP is measured at about $6.5 trillion, now second in the world. America?s GDP is over $15.2 trillion, according to the International Monetary Fund. While China certainly has much catching up to do, the two countries? rate of GDP growth is also very different. Last year, China?s economy expanded at more than 9 percent. America?s GDP grew at a little better than 2 percent.

One reason that China continues to gain so rapidly on the U.S. is the high cost of American labor and manufacturing. In fact, U.S. manufacturing costs have risen so much that they are much higher than in any developed nation with factory capacity. This includes countries like China, Mexico and South Korea ? places the U.S. and Japanese companies often contract to do their factory work. The labor price advantage has helped China become the largest steel producer in the world. China is also first place in car manufacturing.

Low labor costs are not the sole reason China has become the single largest provider of many goods. China?s 1.3 trillion citizens have become voracious consumers as workers in its manufacturing sector have grown the number of its middle class. China also has decided that it is often financially better to provide its own raw material for its factories? items like cotton ? than it is to import such items from overseas.

24/7 Wall St. examined the manufacturing, agricultural and financial businesses in which China has surpassed the U.S. China likely will become the world?s largest economy based on GDP. It certainly has shown that it has the capacity to advance on that position ? one large industry at a time.

1. Steel

  • China production: 627 million metric tons in 2010
  • U.S. production: 80 million metric tons in 2010
  • U.S. position: 3rd

In 1973, the U.S. was the largest producer of steel, making more than 136 million metric tons of crude steel, according to the International Iron and Steel Institute. Up to that point, the U.S. had enjoyed many decades of industry dominance, centered around the city of Pittsburgh. The following year, U.S. production was overtaken by the USSR, which produced 136.2 million metric tons, compared with the U.S.?s 132.2 million. Today, however, completely different players dominate the steel market. In 2010, the world?s top producer of crude steel was China, which produced approximately 627 million metric tons. Japan was a distant second-largest producer with nearly 110 million metric tons. The U.S. was third, producing approximately 80 million.

2. Cotton

  • China production: 7.3 million metric tons in 2011
  • U.S. production: 3.4 million metric tons in 2011
  • U.S. position: 3rd

In 2000, the U.S. produced 4.2 million metric tons of cotton ? the largest amount in the world. China was not far behind, producing 3.81 million metric tons. By 2008, however, China had not only surpassed the U.S., but made nearly double the U.S.?s production amount. China produced approximately 8.1 million metric tons to the U.S.?s 4.2 million. A year earlier, the U.S. lost its second spot among top cotton producers to India, thanks in part to technological breakthroughs in seed and production practices. Even in the world of finance the U.S. is losing its dominance to China. According to the National Bureau of Economic Research, ?the yearly average of U.S. IPOs has decreased from 27 percent (global share) in the 1990s to 12 percent in the 2000s.? And as the U.S.?s share of IPO proceeds decreased, China?s share increased. It is now the world leader in IPOs. In 2011, companies raised a total of $73 billion through IPOs in the Shanghai, Shenzhen and Hong Kong stock markets. This is nearly double the amount raised in New York Stock Exchange and NASDAQ, according to Dealogic. The last time the U.S. raised the most in IPO funds globally was 2008.

Until 1976, the U.S. produced the largest share of the world?s tobacco. The most recent data from the Food and Agriculture Organization of the United Nations places the U.S. as the fourth-largest producer of tobacco in the world. China is the largest, producing more than 3 million metric tons of the crop in 2010. The U.S. produced slightly more than 326,000 metric tons that year. The other larger producers are Brazil and India, in that order.

Automotive manufacturing is considered one of the U.S.?s most critical industries. But in recent years, other countries have surpassed the U.S., which is now the third-largest producer of autos in the world, according to the International Organization of Motor Vehicle Manufacturers. The American auto industry nearly collapsed in 2008, requiring massive federal support for General Motors and Chrysler. By 2010, the U.S. manufactured 7.8 million cars and commercial vehicles. Japan, which is headquarters to major brands such as Toyota, Honda, Nissan, and Mazda, produced 9.6 million vehicles ? the second most ? although damage caused by the earthquake has hurt production in the country. China is the world?s largest carmaker, producing 18.3 million in 2010.

The U.S. lost its top position even in beer production. In 2000, the U.S. beer industry was the greatest in the world, producing 232 million hectoliters, compared with China?s 220 million. Not only does China have a population that is more than four times that of the U.S., but beer consumption in the country has increased dramatically in recent years. According to the World Health Organization, the average Chinese citizen drank about half a bottle of beer in 1961. By 2007, that amount had increased to 103 beers per year.

According to the World Bank, China began earning more from high-technology exports than the U.S. as recently as 2005. In 2009, Chinese high-technology exports were worth $348 billion. High-technology exports from the U.S. were worth a more modest $142 billion.

America led the world in coal production up until 1984, and it is now a distant second to China. Since 2005, American coal production has decreased slightly, while Chinese production has increased by nearly 38 percent. Despite the U.S.?s decline in coal production, it is still the world?s second-largest producer, and combined, the two countries account for more than half of the world?s total coal production.

'Reckless' Leaks Threaten Rape Probe Of New York Police Commissioner's Son

NEW YORK -- Manhattan District Attorney Cyrus R. Vance Jr. said Friday he had "no idea" who leaked information to the media suggesting that prosecutors investigating a rape complaint against the New York City police commissioner's son doubt the credibility of the allegations.

A front-page story Friday in the New York Post, citing anonymous sources, described Manhattan prosecutors as skeptical of the rape complaint against Greg Kelly, 43, a local newscaster and son of Ray Kelly, the city police commissioner. The alleged sexual assault occurred in October, after the woman and Kelly had drinks, she reportedly told police this week.

No charges have been filed against Kelly, who maintains his innocence.

The woman's complaint, filed Tuesday night, "just reeks of BS," a law enforcement official said, according to the Post.

"I have absolutely no idea what [the] source of that incendiary quote is, nor would I support an anonymous quote like that," Vance told radio station WNYC.

Manhattan prosecutors and the NYPD declined to comment on the leaks.

Former prosecutors called the leaks regrettable and said they could undermine the investigation, which began only days ago.

"I think it's unfortunate and even outrageous that any law enforcement source would be leaking to the media within 24 hours that the case has no merit," said Mark Bederow, a former Manhattan prosecutor and defense attorney. "These are real issues that may harm the viability of a case."

The fact that the case will likely hinge on whether the encounter between Kelly and his accuser was consensual make the leaks attacking her credibility especially problematic, said Roger Canaff, a former special victims prosecutor in the Bronx and a sex crimes consultant for the U.S. Army.

"Whether or not the case is provable, leaking the idea that it seems like garbage is really reckless," said Canaff. "It is unfortunate and it is dangerous."

Earlier this week, Kelly's attorney released a statement declaring that Kelly, who is unmarried, is innocent and "strenuously denies any wrongdoing of any kind."

Additional details about the rape complaint emerged late Thursday and Friday through leaks from law enforcement sources.

The woman who filed the complaint told police she became pregnant after the alleged assault and terminated the pregnancy, according to unnamed law enforcement sources quoted by the Associated Press and other news outlets.

Kelly, meanwhile, has claimed to police that "flirtatious" text messages sent by the alleged victim will show that the encounter was consensual, sources told the New York Daily News.

At a news conference at police headquarters on Friday, NYPD Commissioner Ray Kelly declined to answer questions about the investigation.

CHICAGO -- As Mike Russow walked out to fight Jon-Olav Einemo at the United Center on Saturday night, his face lit up. The UFC heavyweight and Chicago police officer was cheered on by the 15,000+ fans in attendance at the United Center.

The cheers were even louder after Russow's decision win was announced. He said his emotions were hard to describe, but fighting in the UFC in his hometown was a vision realized.

"It was a dream come true. I've been thinking of that my whole life. Just to have my friends and family yelling for me," Russow said.

Though he told Cagewriter earlier this week that he was planning to keep the fight standing, he ended up using his wrestling to take Einemo down and control him. Einemo is an elite grappler, so it's surprising that Russow would want to go to the ground with him.

"It wasn't the game plan, but that takedown was open."

Russow is now 4-0 in the UFC, and hasn't lost since he dropped a fight in PRIDE to Sergei Kharitonov in 2007. Still, he's not ready to call out any heavyweights for his next bout.

"I have a long ways to go. I'm 4-0, but I gotta keep making baby steps. I'll let Joe and Dana decide."

IAEA Iran Visit: UN Nuclear Officials Want Iranian Cooperation

VIENNA -- The head of a U.N. nuclear team traveling to Iran on Saturday urged the country to work with his mission on probing Tehran's alleged attempts to develop an atomic arms program, adding such cooperation is long overdue.

The unusually blunt comments by International Atomic Energy Deputy Director General Herman Nackaerts reflected the importance the IAEA is attaching to the chief focus of the trip ? ending more than three years of Iranian refusal to answer questions about such suspicions.

Ahead of departure, Nackaerts told reporters at Vienna airport he hopes Iran "will engage with us on all concerns."

"So we're looking forward to the start of a dialogue," he said: "A dialogue that is overdue since very long."

Diplomats said Iran had accepted the inclusion of two senior weapons experts ? Jacques Baute of France and Neville Whiting of South Africa ? with relatively little fuss. That suggests the Islamic Republic may be prepared to address some issues related to the allegations.

Also on the team is Rafael Grossi, IAEA chief Yukiya Amano's right-hand man.

Any progress would be significant.

Tehran has blocked IAEA attempts for more than three years to follow up on U.S. and other intelligence, dismissing the charges as baseless and insisting all its nuclear activities were peaceful and under IAEA purview.

Faced with Iranian stonewalling, the IAEA summarized its body of information in November, in a 13-page document drawing on 1,000 pages of intelligence. It stated then for the first time that some of the alleged experiments can have no other purpose than developing nuclear weapons.

Iran continues to deny the charges and no change in its position is expected during the three-day Tehran talks with IAEA officials. But even a decision to enter a discussion over the allegations would be a major departure from outright refusal to talk about them.

The diplomats said that the IAEA team was looking for permission to talk to key Iranian scientists suspected of weapons work, inspect documents relating to such suspected work and get commitments for future visits to sites linked to such allegations.

Iran says it is enriching only to generate energy. But it has also started producing uranium at a higher level than its main stockpile ? a move that would jump-start the creation of highly enriched, weapons-grade uranium, should it chose to go that route. And it is moving its higher-enriched operation into an underground bunker that it says is safe from attack.

Streaking Nuggets roll over Raptors (Reuters)

(Reuters) ? The streaking Denver Nuggets capitalized on a slow start by the visiting Toronto Raptors to complete a wire-to-wire 96-81 win at the Pepsi Center on Friday in a contest between teams heading in opposite directions.

The surprising Nuggets (14-5) have won six consecutive games while the Raptors (6-14), playing without top scorer Andrea Bargnani, lost for the ninth time in their last 11.

Bargnani missed his seventh game of the season with a calf injury and the Raptors have been unable to register a single victory in his absence.

The Raptors were unable to overcome an ice-cold start, missing 14 of their first 15 shots, allowing the Nuggets to build an early 16-2 lead.

The Nuggets stretched their advantage to as many as 23 points in the first half and led 54-32 at halftime.

The Raptors staged a fightback in the second half, reducing the deficit to six points with nine minutes remaining, but Danilo Gallinari scored following a Jamaal Magloire turnover and Rudy Fernandez's three-pointer pushed the lead back into double digits.

"I'm feeling good with my shots and I'm happy my Achilles is feeling better, which is more important," Fernandez told reporters.

Fernandez, returning from an Achilles tendon injury that has kept him out of the lineup in four of the last five games, paced the Nuggets with 23 points off the bench, Gallinari scored 21, and Nene had a double-double with 20 points and 10 rebounds.

The Raptors were led by reserves Leandro Barbosa with 19 points and Jerryd Bayless with 18. The Raptors starters combined for just 35 points.

"We can't sit back and wait for Andrea to come back," Raptors coach Dwane Casey said.

"As has been said famously before, he's not walking through that door. It's us against the world for a while. We don't know how long it's going to be and we have to play like it."

11th child seized in Mexico trafficking case (AP)

MEXICO CITY ? Prosecutors in Mexico say they have seized an 11th child in the case of an apparent child-trafficking ring in the western city of Guadalajara that aimed to supply babies to Irish couples.

The Jalisco state prosecutor's office says the 4-month-old girl was taken from her mother's home.

The office's statement Wednesday also says federal prosecutors are analyzing whether to take over the case.

Prosecutors say at least 11 Irish couples are involved in the case. It says 15 Irish citizens have been questioned by authorities and none of them face charges. All have returned to Ireland.

Police are looking for two lawyers who were handling the adoptions and have detained nine Mexicans in the case. No one has been charged.

Novak Djokovic, Andy Murray Battle In Australian Open 2012 Semifinals

Novak Djokovic and Andy Murray will meet in the semifinals of the Australian Open. Last year, it was in the finals, but why quibble? Just like last year, both men have slashed their way to the semis with nary a glitch. As former Yankees catcher and New York Mets manager Yogi Berra, the master of the malapropism, famously said, "It's deja vu all over again. . ."

Or is it?

Just how different is "now" from "then"? Not very much, as far as Djokovic is concerned, quite a bit -- perhaps -- when it comes to Murray.

Going into last year's final, both Djokovic and Murray were on fire, but neither seemed ready to seriously challenge Roger Federer and Rafael Nadal at the summit of the game. Djokovic mastered Federer in the semis (and in straight sets no less?talk about a harbinger!), but he still seemed a distant No. 3. It had been three years since Djokovic won his last -- and only -- major. That he bagged that first big title in Melbourne seemed less an omen than the logical outcome demanded by his great form.

You could be forgiven for thinking, "Yeah, Djokovic plays okay down here, so what? It's the 'Happy Slam,' not the crucial Slam, never mind 'the only Slam that matters. . .' "

Who knew that Djokovic would maintain that form through three-quarters of the year? Last year's Australian Open was the start of something special for Djokovic, and all the indications suggest that this year is a continuation of that theme. He's lost 34 games in the course of five matches, for an average of just under seven games per match, in best-of-five tennis. That's a remarkable success rate.

The big year Djokovic had in 2011 softened, somewhat, the criticism leveled at Murray following their meeting in the final. Djokovic won that one, 6-4, 6-2, 6-3, and Murray looked at an utter loss for what to do most of that time. In retrospect, it was more of a career moment for Djokovic than a career embarrassment for Murray, but that probably doesn't make Murray feel much more confident on the eve of the re-match.

Murray had every reason to feel confident going into last year's final. Djokovic had lost just one set on his way (to Ivan Dodig), while Murray had surrendered just two. It may strain the imagination now, but the book on Djokovic was that he was still having too much fun doing impersonations, and spending too much time rationalizing poor performances with an assortment of seemingly questionable physical complaints, to be much of a threat to Federer or Nadal.

I'm not saying Murray took Djokovic lightly, just that if he were so inclined, he could find ample evidence for taking that position.

Like everyone else on the planet, Murray knows that Djokovic is for real 12 months down the pike. And that helps Murray. Does anyone doubt that the outright superiority of Djokovic, and the way he leapfrogged over the two icons of this era, has sounded alarms in Murray's mind?

The most obvious reaction to Djokovic's ascendancy was Murray's decision to hire what the Brits might call a "proper" coach. Murray's alliance with former No. 1 and eight-time Grand Slam champ Ivan Lendl is the most tantalizing "unknown" in play for this match, and while the partnership is still new, it will be interesting to see what Lendl brings to the table -- besides a courtside presence that seems to have shamed Murray into abandoning the silly petulant child routine that was once his response to adversity.

Having dealt with Lendl often in the past, I know that he isn't there just to provide moral support. Lendl is an incredibly clinical, logically-minded guy. If there's a soft underbelly in Djokovic's game, Lendl will find it. It's genuinely intriguing to wonder, will we see anything significantly different in the way Murray plays?

But there's another question here: Will Murray accept and act on Lendl's advice? You'd be surprised to know how often terrific players ignore their coaches' advice, just because they can. Just because they're stubborn, and find the idea that they must change anathema. Lendl won't stick around if he comes to an impasse, and that's good to know.

As the old saying goes, You can't teach an old dog new tricks. . . In tennis, though, the same applies to young dogs. In any event, it will be interesting to see what, if anything, Murray might do differently in the Melbourne rematch.

Obama speech echoes in town with failed factory (AP)

MOBERLY, Mo. ? After 19 years running state unemployment offices across northern Missouri, Steve Moore can rattle off the names of shuttered factories in this old railroad town with ease.

There's Matcor Automotive, a parts manufacturer that at its peak employed 300 workers but closed in June 2010 in response to declining production by General Motors. Textbook publisher Scholastic Inc. is closing its Moberly packaging center, costing the town another 100 jobs.

Then there's the biggest blow of all: the failed promises of Mamtek U.S. Inc., a Chinese-owned artificial sweetener factory offered about $17 million in state tax incentives and $39 million of local bonds that went belly up in 2011 when the company couldn't make the bond payments. More than 600 promised jobs went up in smoke, with the deal now facing scrutiny by Missouri lawmakers and a pair of investigations by the state's attorney general and the U.S. Securities and Exchange Commission.

"There was a lot of anticipation, and then a lot of disappointment," Moore said. "Let's be honest. Everybody had hoped that something was going to come out of it."

As President Barack Obama again pledged to repair the American economy in his annual State of the Union address Tuesday night, some Moberly residents chalked up his pronouncements as just more rosy rhetoric by a politician ? not unlike the July 2010 day when Missouri Gov. Jay Nixon and former Gov. Bob Holden came to the town of nearly 14,000 and hailed the Mamtek project's potential.

Others blamed an intractable Congress for not working more closely with the president to lift the country's economy. Still more held out hope that manufacturing companies lured by the region's low cost-of-living and central location would once again seek out Moberly, a 136-year-old railroad hub that became known as the Magic City in the late 19th century for its seemingly overnight emergence on once-empty prairie.

"We got a promise that he didn't keep," said business owner Diane Harlan. "He promised our economy was going to be better, and it's not. In this small community, we were under the false hope that everything was going to be OK, and it's not."

Harlan spent seven years as executive director of Main Street Moberly, which represents downtown business owners, before opening the Darn It Yarn store seven months ago after the business group cut her full-time job to 20 hours a week. She voted for John McCain in 2008 but hasn't yet made up her mind about the 2012 election.

While vacant storefronts dot downtown Moberly, Harlan said her business has succeeded beyond expectations, allowing her to drop that part-time job starting next week. A handful of similar small businesses have sprouted nearby, from a sewing shop to a secondhand furniture store.

"People are finally figuring out, we can't depend on our leader to get us out of something that we've created," she said. "We've got to go back to the grassroots. More self-sufficiency, doing things on our own, teaching our children, instead of depending on a man sitting in a white castle to take care of us and make things right."

David Gaines, a vice president with the Moberly Area Economic Development Commission, is among the local officials who helped court Mamtek in a deal given the code name "Project Sugar" before it was publicly disclosed. Count him among those looking for more leadership from those in the audience at Tuesday night's speech.

"It's not so much what he says but what they do," Gaines said, referring to Congress. "They need to quit talking and do something.

"That's what is holding consumer confidence down, is the inability of Congress on both sides of the aisle to do what the people elected them to do," he added.

After the speech, Gaines said he was heartened to hear the president urge lawmakers to work together, not against one another.

"I do like the fact that he said it's time to stop the divisiveness between the two parties," Gaines said. "If they set the right tone, everyone will follow along. If they don't, the nation will just drift."

Political affiliation aside, Moberly residents interviewed Tuesday tended to agree that improving the economy and creating more local jobs are the most important issues facing their community and the country. Look no further than a commuter parking lot along U.S. 63 packed with cars while their owners work 35 miles south in the college town of Columbia. Moberly, in turn, attracts workers from dozens of surrounding rural towns.

(AP) ? Military prosecutors worked for more than six years to bring Marine Staff Sgt. Frank Wuterich to trial on manslaughter charges that could have sent him away to prison for life.

But only weeks after the long-awaited trial started, they offered Wuterich a deal that stopped the proceedings and could mean little to no jail time for the squad leader who ordered his men to "shoot first, ask questions later," resulting in one of the Iraq War's worst attacks on civilians by U.S. troops.

The 31-year-old Marine, who was originally accused of unpremeditated murder, pleaded guilty Monday to negligent dereliction of duty for leading the squad that killed 24 unarmed Iraqi civilians in the town of Haditha in 2005 during raids after a roadside bomb exploded, killing a fellow Marine and wounding two others.

Wuterich who was indicted in 19 of the 24 deaths now faces no more than three months in confinement.

It was a stunning outcome for the last defendant in the case once compared to the My Lai massacre in Vietnam. The seven other Marines initially charged were exonerated or had their cases dropped.

Military judge Lt. Col. David Jones will hear arguments from both sides Tuesday at Camp Pendleton, Calif., before sentencing him.

Legal experts say the case was fraught by errors made by investigators and the prosecution that let it drag on for years. The prosecution was also hampered by squad mates who admitted they had lied to investigators initially and later testified in exchange for having their cases dropped, bringing into question their credibility.

In addition, Wuterich was seen as taking the fall for senior leaders and more seasoned combat veterans, analysts say. It was his first time in combat when he led the squad on Nov. 19, 2005.

Brian Rooney, an attorney for another former defendant, said cases like Haditha are difficult to prosecute because a military jury is unlikely to question decisions made in combat unless wrongdoing is clear-cut and egregious, like rape.

"If it's a gray area, fog-of-war, you can't put yourself in a Marine's situation where he's legitimately trying to do the best he can," said Rooney, who represented Lt. Col. Jeffrey Chessani, the highest-ranking Marine charged in the case. "When you're in a town like Haditha or Fallujah, you've got bad guys trying to kill you and trying to do it in very surreptitious ways. Marines understand it's a crazy environment. You've got to do the best you can with what you've got."

Marine Corps spokesman Lt. Col. Joseph Kloppel said the deal was not a reflection or in any way connected to how the prosecution felt their case was going in the trial.

The Haditha incident is considered among the war's defining moments, further tainting America's reputation when it was already at a low point after the release of photos of prisoner abuse by U.S. soldiers at Abu Ghraib prison.

It still fuels anger in Iraq today.

Kamil al-Dulaimi, a Sunni lawmaker from the Anbar provincial capital of Ramadi, called the plea agreement proof that "Americans still deal with Iraqis without any respect."

"It's just another barbaric act of Americans against Iraqis," al-Dulaimi told The Associated Press. "They spill the blood of Iraqis and get this worthless sentence for the savage crime against innocent civilians."

Wuterich, the father of three children, had faced the possibility of life behind bars when he was charged with nine counts of manslaughter, which now will be dropped. Besides now facing a maximum of three months in confinement, he could also lose two-thirds of his pay and see his rank demoted to private when he's sentenced.

.Wuterich, his family and his attorneys declined to comment Monday after he entered the plea. Prosecutors also declined to comment on the plea deal.

During the trial before a jury of combat Marines who served in Iraq, prosecutors argued he lost control after seeing the body of his friend blown apart by the bomb and led his men on a rampage in which they stormed two nearby homes, blasting their way in with gunfire and grenades. Among the dead was a man in a wheelchair.

In the deal, Wuterich admitted that his orders misled his men to believe they could shoot without hesitation and not follow the rules of engagement that required troops to positively identify their targets before they raided the homes.

He told the judge that caused "tragic events."

"I think we all understood what we were doing so I probably just should have said nothing," Wuterich told the judge.

He said his orders were based on the guidance of his platoon commander at the time, and that the squad did not take any gunfire during the 45-minute raid.

Many of his squad mates testified that they do not believe to this day that they did anything wrong because they feared insurgents were inside hiding.

Haditha prompted commanders to demand troops be more careful in distinguishing between civilians and combatants.

Former Navy officer David Glazier said the case shows such rules are essential to helping the United States prevail in an armed conflict.

"The reality is that this incident has had significant consequences for the U.S. in Iraq," said Glazier, a professor at Loyola Law School in Los Angeles. "It probably fueled the resistance and so it probably ended up costing additional soldiers and Marines their lives later on."

Fast-moving winter snowstorm hits Northeast (Reuters)

(Reuters) ? Snow lovers in the northeast finally got what they have been waiting for Saturday morning, with a fast-moving storm bringing 3 to 7 inches from central Pennsylvania to Connecticut.

For many areas away from the Great Lakes, this will be the heaviest snowfall since a storm in late October, according to weather.com.

"We haven't missed it, but it's been noticeably absent," said Victoria Lupica, spokeswoman for the Philadelphia International Airport, which had 66 cancelled flights Saturday morning. Though the snow has stopped for now, the airport was still experiencing departure delays of up to two hours.

Totals could reach 3 to 5 inches in New York City, two to four inches in Philadelphia and up to 3 inches in Boston. At La Guardia International Airport in New York, arrival delays were up to 30 minutes and increasing due to snow and ice, according to the airport's website.

This late and moderate storm in the northeast is a big change from the heavy snows of last winter -- which included a post-Christmas blizzard that dumped 20 inches on New York City.

Light snow was falling again in Chicago Saturday morning. A snowfall Friday brought up to 8 inches and prompted the cancellation of more than 700 flights at Chicago's O'Hare and Midway airports. Flight operations were back to normal at Chicago airports Saturday, the city's aviation department said.

In parts of South Carolina, voters in the Republican presidential primary were seeing rain Saturday morning, according to the National Weather Service. Thunderstorms, some with hail, were predicted for the southeastern United States.

In the West, heavy snow was predicted for mountain areas of the western states, according to weather.com. Melt from unusually heavy snowfall this week combined with heavy rain will increase the threat of flooding throughout western Washington.
